SummaryThe VISN 7 Business Implementation Manager (BIM) for the VA Southeast Network is responsible for planning, developing and executing actions to ensure the smooth coordination and operation of the clinical contact centers and various business programs across the Network.ResponsibilitiesMajor Duties include, but are not limited to, the following:BIM provides expert knowledge of VHA policies in all matters involving these essential programs and is responsible for planning, developing and executing actions to ensure business operations and systems that are patient centric, standardized and coordinated across all VISN 7 Healthcare Systems, Medical Centers, community outpatient clinics and community healthcare affiliates.

The BIM serves as the VISN lead in developing market strategy and facilitating partnership opportunities with healthcare affiliates, payers and providers.

The BIM serves as the lead for Clinical Contact Center Operations.

The BIM provides matrix leadership to the Health Administration Service Chiefs located at each VISN 7 facilities (8) and thereby provides leadership and oversight to the following key business operations: Benefits (to include enrollment and eligibility), Health Information Management Service (HIMS), Revenue Generation (to include patient appointment registration and insurance capture, and non-MCCF programs such as Tricare), Non-VA Care Medical Care Administration (VA MISSION Act), Clinical Contact Call Center, VISN Coding Contract (i.e.

certified COR).

These programs are essential to the effective delivery of services to Veterans, accurate workload capture and reimbursement and cost containment measures.

The BIM serves as back-up and alternate to the VISN 7 Business Health Plan Manager (BHPM).

Under the general direction of the Deputy Network Director the incumbent will have the authority to speak for the VISN regarding Clinical Contact Center Programs, HAS programs as well as directing initiatives involving or emanating from VA Headquarters, outside agencies, and VISN staff.

This may include representing the VISN at national VHA meetings and on task force activities drafting National policies, defending the Network’s position on proposals, and obtaining VHA CBO/OCC and VA OM approval for implementation.

Maintains current and detailed knowledge of revenue related activities, the Network’s field and headquarters office operations and procedures and must be cognizant of all business
– related issues in the Network.

The incumbent serves as the BIM in VISN 7 for collaborating with an array of local government officials, healthcare and academic affiliates, individual providers, and non-profit organizations in building and maintaining a community service network that meets the customer service expectations of the VISN that is easily accessible by Veterans and their families.

The intent of interactions is to: improve Veteran access and outcomes by connecting public and private resources and capabilities; and, to enable Veterans to easily identify and reach all the resources available to them.

The incumbent utilizes feedback gleaned from these interactions to redesign and streamline administrative services that are “Human-Centered” and designed to support Veterans beliefs, attitudes, and behaviors as they relate to the tasks the system is being designed to support.

The outcomes of new systems are greater efficiency, satisfaction and user friendliness.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-14 position you must have served 52 weeks at the GS-13.

The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Planning, developing and executing actions to ensure the smooth coordination and operation of the clinical contact centers and various business programs.

Planning, developing and executing actions to ensure business operations and systems that are patient centric, standardized and coordinated.

Developing market strategy and facilitating partnership opportunities with healthcare affiliates, payers and providers.

This position also requires knowledge of Health Administration Services and Health Information Management Services provided by/for VA.

This work would have been performed independently, with minimal to no oversight and guidance.

Physical Requirements: The position requires that the incumbent travel for a significant amount of time both within the VISN geographic area as well as to national meetings.

The work environment is an administrative office equivalent to that of a major corporate office and on occasion visits to warehouse and hospital work areas.
